Older versions up to and including 16.16 can be activated with an Office 2016 for Mac volume license.

For security reason, Microsoft has deprecated the use of SHA-1.

LATEST UPDATE OFFICE FOR MAC 2016 16.17 INSTALL

Starting with Version 16.21, Microsoft Teams will be installed by default for new installations if you're using the Office suite install package.If you have Office 2011 for Mac or before, do NOT update to Catalina because Office will stop working. As we warned back in June, older Office for Mac will not work with MacOS Catalina.

It’s not listed in the link above or in the Office for Mac update history page either. As for 16.16.2, I cannot find it officially on the Microsoft site. It can be found in Updates for Mac Applications site 205. Anyways, we’ve removed the 16.17 content from the site and restored the 16.16 update. The “boxed” Microsoft Office 2019 for Mac has not been released yet. Version 16.17 is the beginning of the 2019 codebase. The subscription licensed version has updated to Microsoft Office 365 for Mac 16.17.
